Coastal Response Research Center Hosts Workshop
on Oil Spill R&D (OR&R)
From March 17 to 19, the Center hosted a workshop
at UNH focused on setting research and development (R&D) priorities
for oil spills. Participants identified current applied science needs
that could improve decision making across the continuum of oil spill
preparedness, response, and restoration. The outcome will be a five
year R&D strategy covering spill response during disasters; response
technologies; acquisition, synthesis & management of information;
human dimensions; ecological monitoring & recovery following spills;
biofuels; ecological effects of oil spills; and environmental forensics.
The workshop included international and national experts from academia,
governments, and industry. Further details are available online.

A SETAC short course on Ecological
and Economic Concepts and Methods for Scaling Restoration,
held on Sunday, Nov. 16, presented the results of a two-year effort
to synthesize methods for restoration scaling, including innovative
contributions from the field of natural resource damage assessment.
The synthesis and course were a collaboration between Pete Peterson
and Christine Voss of UNC and Eric English of Stratus Consulting,

Service (NOS) Employee of the Year Award
Dr. Merten is one of 6 NOS employees
who received NOS's highest award at the NOS Employee Recognition Ceremony
on December 18, 2007. Dr. Merten is being recognized for her leadership
and exceptional work at the CRRC and for her efforts towards accomplishing
the NOS's mission. The Center is honored to have Dr. Merten as our

Films are still being solicited for the 2008
International Oil Spill Conference (IOSC) Film Festival
The 20th Triennial
International Oil Spill Conference on Prevention, Preparedness,
Response and Restoration will be held May 4-8, 2008 at the
Savannah International Trade & Convention Center in Savannah,
Georgia, USA. Over 2,000 people from 50 countries are expected to
attend the technical sessions and view more than 250 exhibits.
There is still time to submit entries
to the 2008 IOSC Film Festival. The
IOSC Film Festival is seeking films that highlight recent activities
in oil spill preparedness, response, restoration, education and
training. Films must be submitted on CD or DVD in North American
(NTSC) format. Agencies and organizations submitting entries must
provide a representative to introduce the film and to answer questions
following its presentation. Ample display space will be provided
for literature and handouts that support your presentation. All
entries must be received by the Minerals Management Service (MMS)
by Friday, February 1, 2008. The submission guidelines for the Film
Festival can be found at www.iosc.org.
The 2008 IOSC Film Festival will spotlight
the two winning entries from the 2005 conference, Safety
First in Oiled Wildlife Response submitted by the Australian
Maritime Safety Administration and M/T Prestige
Oil Recovery Operations submitted by S.A.T.E. – Systems
& Advanced Technologies Engineering S.r.l.

Graduate student, Whitney
Blanchard, has been awarded a Fulbright Scholarship.
She will participate in research activities with SINTEF next year
in Norway. In addition, Ms. Blanchard received a fellowship from the
American Scandinavian Foundation and will also be attending classes
at Norwegian University of Science and Technology. Congratulations
Whitney!
Coastal Response Research Center, NOAA Co-Director
Instructor for EPA On-scene Coordinator Readiness Training
On Feb 13, 2007, NOAA Co-Director,
Amy Merten, was an instructor for an EPA On-scene Coordinator Readiness
Course on Inland In-situ Burning for Oil
Spills in Miami, FL. This was a new
course presented to EPA On-scene Coordinators and included presentations
by an EPA Emergency Response Team Lead, Fire and Smoke Management
expert from the US Department of Agriculture, and a representative
from Inland EPA Region 5. Dr. Merten discussed two Louisiana coastal
marsh case studies where in-situ burning was used as a oil spill cleanup
and restoration technique. Topics covered included: oil burning characteristics,
favorable and unfavorable conditions for conducting inland burns,
planning resources, communications within the Incident Command System
and with the public, and methods for documenting biological and chemical
recovery of oiled and burned wetlands. For more information, please

OR&R Conducts Scientific Support Coordinator
Training in Panama
OR &R recently had an opportunity to train
12 Panamanians to become Scientific Support Coordinators (SSCs). The
Panama Canal Authority funded a group of OR&R Emergency Response
specialists to travel to Panama and train Port Authority personnel
to prepare for and respond to a hazardous material event. SSC Brad
Benggio, Chief Oceanographer CJ Beegle-Krause, and Marc Hodges put
together an ambitious training agenda for the trip. This included
Incident Command System training, environmental countermeasures, Shoreline
Cleanup Assessment Team (SCAT) training, cleanup response, cleanup
endpoints, ESI, overflights, chemical tools, and oil spill tools.
The OR&R team trained four separate SCAT teams with a final exercise
having the teams complete their own shoreline cleanup assessment,
on a completely different beach, without assistance. The team also
led four overflights, training 12 Panamanians to use the helicopter
as a tool to conduct ocean science, shoreline review and infrastructure/biota
identification. The course concluded with each SSC team briefing the
instructors on their SCAT and overflight results. The team is conducting
a brief to determine what needs to be modified to make this course
more viable. The Panama group was extremely focused and impressed
the instructors with their dedication and enthusiasm. For more information,

OR&R and the Coastal Response Research
Center Help Set Agenda for "Clean Pacific 2007"
NOAA Co-Director, OR&R/Coastal Response
Research Center, Amy Merten, participated in the initial planning
for Clean Pacific (Seattle Convention Center, 11-14 September, 2007).
This is the inaugural conference for a Pacific-focused Oil Spill Conference
and is an extension of the successful Pacific States/British Columbia
Oil Spill Task Force Meetings which includes the following organizations:
Alaska Department of Environmental Conservation, British Columbia
Province, California Department of Fish and Game, Oregon Department
of Environmental Quality, Hawaii State Department of Health, and Washington
State Department of Ecology. Session tracks will focus on Prevention,
Planning and Preparedness, Response, and Restoration pertaining to
spills, including All-Hazards emergencies. This is an opportunity
for NOAA to demonstrate its leadership capabilities for providing
the best science and technology to minimize environmental impacts

Al Venosa performed a demonstration on their project Wave
Tank Studies on Dispersant Effectiveness as a Function of Energy Dissipation
Rate and Particle Size Distribution.

AAAS Entry Point! Intern Presents NWFSC Research
to OR&R Scientists
Whitney Blanchard, an Entry Point! Intern
funded by the Coastal Response Research Center, presented the research
she conducted under Dr. John Incardona ( Northwest Fisheries Science
Center ). Ms. Blanchard's research focused on the influence of chemical
dispersants on oil toxicity in fish embryos. She used a novel experimental
design to separate particulate/droplets of oil from dissolved oil
constituents. The exposure regime influenced the effects reported.
Although the results are preliminary, this work presented a pilot
approach for studying a NOAA-relevant research question. Ms. Blanchard
is a graduate student in Civil and Environmental Engineering at the
University of New Hampshire . This fall semester, she was a visiting
scientist at the NWFSC and a visiting student at the University of

The Coastal
Response Research Center (CRRC) hosted a workshop to identify Research
Needs for Social, Economic, and Political Aspects of Oil Spills. The
workshop (by invitation only) was held at the University of New Hampshire
on June 13 - 15, 2006. A Workshop Report will be available later this
summer.

at the Interspill Conference
in London in April 2006. His presentation, A
