The Coastal Response Research Center (a joint
partnership between NOAA's Office of Response & Restoration
(ORR) and the University of New Hampshire) continues its mission
to develop new approaches to spill response and restoration through
research/synthesis of information and to serve as a hub for spill
research, development, and technical transfer in the Arctic Seas.
Oil spills in arctic waters (i.e., oil in, on, or under ice, as well as, in broken ice, ice-infested or ice-covered waters) pose significant challenges for response, recovery, and restoration to minimize biological effects and reduce oil impacts on natural resources including human activities such as fishing and tourism due to complications associated with an ice-covered environment and the difficulty of operations in remote regions. With increasing shipping activity in the Arctic as the ice-cover retreats and as greater demand for oil drives exploration and production, there is a higher risk of serious spills in that region. This has raised interest in the unique problems associated with responding to oil spills in ice environments.
- Increase emergency response assets/supplies/equipment/planning in Arctic regions, especially in active regions
- Expand Arctic communications and vessel transit networks
- Improved baseline/information data for Arctic regions for resources or activities that could be affected by potential incidents (e.g., biological, cultural, subsistence, hydrographic, charting)
- Increased investment in research and development for Arctic spill response
- Develop environmental risk assessments and impact assessments for the Arctic seas, shipping routes, and ports (multi-layered approach).

THE JOINT INDUSTRY PROGRAM
Oil spill contingency for Arctic and ice covered
waters (JIP Oil In Ice) is responsible for the arrangement of
two workshops every year located on the American and the European
continent alternatively.

OPENING THE ARCTIC SEAS: ENVISIONING DISASTER AND FRAMING SOLUTIONS
This Center-hosted workshop was held March
18-20, 2008 with the goal of identifying key strategies and research
needs that will improve the ability of Arctic Nations and communities
to prepare for, and respond to, marine incidents in the Arctic.

As a part of JIP, Coastal Response Research
Center/NOAA proposed a study, Impact
of Spilled Oil in Sea-Ice Communities.
This project is in collaboration
with Rainer Lohmann, Ph.D., University of Rhode Island and Christian
Petrich, Ph.D., University of Alaska, Fairbanks.
EDUCATION/RESEARCH
Due to the Center's involvement in this Oil-in-Ice
partnership, UNH sent graduate student Whitney Blanchard to SINTEF
for the Academic Year 2007-2008 where she learned the state-of-the-art
in ice modeling from the world's leading experts. The product
resulting from this student's Ph.D. dissertation will be the incorporation
of the biological data into the SINTEF fate and transport oil-in-ice
spill response model, another example of integrated modeling.
